> Fix message handling for servers without optional emoji-spam settings.

## What changed

Fixed a message-handling error on servers without optional emoji-spam settings. Those settings are no longer required for prefix warnings to respond.

## Upgrade

Use the exact 0.5.9 images for the API, bot, worker and dashboard. Existing settings and moderation records are retained.
